Certainly there is not reason to jump to the conclusion that John the
Baptist was lying. He was not literally Elijah.

Quoting some of the verses above:

This passage is referring to the fulfillment of prophecy not that John
is literally Elijah. Elijah did not die and was not reincarnated in John
who was born of a woman. Jesus said that John fulfilled the prophecy.
Some believe there will be further fulfillment of this prophecy when the
two witnesses in Revelation appear. It is very likely that one of these
witnesses will be Elijah and will literally fulfill this requirement for
Jews as he will precede the return of Jesus.

The dual coming of Jesus is a key concept. It is the only way that many
of the prophecies concerning the Messiah can be fulfilled. Otherwise
they are in conflict.
