But you are thereby putting the cart before the horse. St. John is
explicit that the rebirth is "not of blood or of the will of the flesh
or _of the will of man_, but of God."
You have regeneration as a result of an act of the will of man (that of
believing), which Scripture says just isn't so.

That's because God says that faith is a gift, too. But that's not your
view. In your view, faith springs forth from an unregenerate man
instead of being given to an unregenerate man. So _in your formulation_
of the process, it is a work.

Your definition of dead is false. The scriptures teach that the
unregenerate are "dead in sin."
After Adam fell, and died spiritually, he still heard the voice of God,
and responded to it.
So much for the unregenerate not responding to God.
