At best, with such complex systems, at THIS point, we can do no more
than provide statistical analysis - similar to the 'chance for rain'
that is given for a specific day (basically, the statistical chances
of rain given similar conditions in the past).
For the moment, our abilities to make such predictions are limited by
our ability to gather and analyze information. It may well be that
some day we CAN do this - and even control it.
If we're talking quantum mechanics, then it's a different thing
altogether, as the problem there has to do with the uncertainty
principle and the problem of measuring smaller and smaller things.
In both cases, God has no such limitations. See below.

This seems to be a 'frame of reference' problem. While none of US
has a priveleged frame of reference, God does. He's outside of what
we know of time and space. Thus, he is not bound by relativity
(general or special), the uncertainty principle, quantum mechanics
or any of the other 'rules' (or theories) of the universe.

So is chaos theory. And time. &c. But God is not governed by the
universe, God governs the universe. He created it after all.
