I am happy that you know so little of Reformed Theology!
The passage is in direct contradiction to Reformed Theology.
The T in the TULIP of Reformed Theology is Total depravity.
This translates into total inability which in turn turns into the necessity
of the Calvinists asserting that regeneration must precede repentance
and faith.
Since you agree that these unregenerate persons would have repented as
Scripture
teaches, upon seeing the miracles, you deny the Reformed mainstay
of regeneration precedes repentance and faith.
Scripture always teaches that regeneration come to us through faith,
hence faith must precede regeneration.

This is not true. There were many who even saw Jesus raise the dead
who still would not believe.
But in the case that Jesus describes those people would have repented,
for He said that they would have.
Don't forget, God desires that all be saved. Don't believe the Calvinist
lies.
