I am not sure whether an Arian would agree with it or not.
BUT I certainly do not agree.
Regeneration is NOT required for a man to appraise his
position before God.
This is simply the false doctrine of Calvinism/Reformed
theology rearing its ugly head again.
The Holy Spirit will John 16:8 When he comes, he will convict the world
of guilt in regard to sin and righteousness and judgment:
Thus a man, an unregenerate man, must be convicted of his
sin BEFORE he believes and is THEN regenerated by God.
The idea that one must be saved before he can believe is
just another heresy of Calvinism.
Salvation comes THROUGH faith, faith does not come
through salvation.
