That is not true.
When Bush has the motivation, he can do it.
If he can go against the wishes of whole world on Iraq, he can do anything.
But he doesn't have to violate international law this time.
He's got a pad of Executive Orders on his desk.
If Terri Schiavo dies, it will be because Bush was not motivated enough.

Very interesting problem. I have thought about it, but am unable to
design an erudite solution. From my point of view, with my very
limited intelligence, the problem, like God, is irreducibly complex.
So much so, that I feel an delicacy in assuming to assert an opinion.
