I believe it means what it says. What it says is very clear.
Who was concluded in unbelief. Scripture says ALL.
Now were ALL without exception concluded in unbelief?
I think every Christian will agree that all men without exception
were concluded in unbelief.

Now did Paul change the meaning of the word ALL from the beginning
of a single sentence to it end?

He did not! Hence the verse means that "He MIGHT have mercy
upon ALL. [without exception]."

That is, this verse proves that the L in TULIP is untrue.

But we KNOW that God DESIRES for all men to be saved.
Hence HE CAN extend his mercy upon ALL. If the atonement
were not made for ALL then He could not have mercy upon ALL.
It is really simple.

God hardened Pharaoh's heart AFTER Pharaoh hardened his own
heartl. It was a "judicial" hardening. And How God hardened his
heart is clear. It was NOT AGAINST the will of Pharaoh! God
by sending plagues, and then taking them away hardened Pharaoh's
heart.
