I can't find any passage which states that God created vessels of wrath.
The closest is:
Romans 9:22 What if God, willing to shew his wrath, and to make his power
known, endured with much longsuffering the vessels of wrath fitted to
destruction:

But this doesn't say what you would like it to say. First one does not
endure with much longsuffering that which he designs! (At least God
doesn't.) Next, these "vessels of wrath" fitted themselves for destruction,
as, I believe, Matthew pointed out using the Greek text. Why are you not
willing to see that God says the He "endures," these vessels? God does not
make man sin, and then punish him for doing so.

This is explicitly stated in the case of Joseph's brothers where God says He
meant it for GOOD, but they for evil.

Genesis 50:20 You intended to harm me, but God intended it for good to
accomplish what is now being done, the saving of many lives.

Thus when God used Joseph's wicked brothers He did not cause them to sin. He
permitted them to sin, with the intent of doing good. We should NEVER
attribute any moral evil or even temptation to do moral evil to God, for He
tempteth no man.
