I have. Jesus told the thief "today", and he also said the dead
sleep until Judgement day. The thief is clearly outside of time
after his death.

Does that mean that when things are changing quickly, then
time is moving at a different rate? If not, it's not a very
good measure.

Yes. All of scripture teaches that salvation and life from God comes
THROUGH faith. NEVER does scriptrue teach what your heresy
teaches that faith comes through salvation!
