The first part is an explanation God gave Moses as to why he is telling
them something different now than he said before. He didn't change his
mind but for Moses benefit he gave an explanation.

These kinds of things are always interesting. There is another where
Abraham talks to God about sparing lives in Sodom. Again this view is
what Moses believed happened from a human point of view. God changed his
behavior and Moses assumed that he had changed his mind. God does not
repent for things he has done or threatens to do. Man, on the other
hand, often adds reasons for behavior changes we don't understand.

Interesting guess but not Scriptural. There are plenty of examples of
prophecy in the old testiment that demonstrates that God new Jesus would
come into a hostile environment and would be crucified. He already knew
the outcome but we needed to see it. It was his plan all along to
reconcile a sinful man with a holy God.
